Unable to Open Adobe Elements 2020 due to missing file

Can anyone help with this issue.  I just downloaded the Adobe Photoshop Elements 2020 and keep getting this error message.  VCRuntime140.dll was not found.

That is a Microsoft problem... Go to the Search bar at the top of http://www.microsoft.com/en-us/default.aspx to find and re-install the C runtime, or for ALL Windows help
