    You also MUST be in an Administrator account to install programs

    Doing Run as Administrator http://forums.adobe.com/thread/969395 [says Encore and also for All Adobe programs] will sometimes fix "odd" or "permission" errors

    but your best bet is to uninstall everything cs5 that is installed, clean per Use the Adobe Creative Cloud Cleaner Tool to solve installation problems, restart your computer and then try reinstalling.
