I try to access the Adobe Admin Consule, I get following error message:

Anscheinend haben Sie keinen Zugang zur Adobe Admin Console. Wenn Sie der Meinung sind, dass Sie diese Berechtigung erhalten sollten, wenden Sie sich bitte an Ihren Systemadministrator.
How I can check, how is the system administrator. Should I be.

The Admin Console is the management interface for admins of Enterprise or Teams plans. If you purchase an Enterprise or Teams plans, you'll get access to the Admin Console to be able to manage your plan: such as licenses, users, services etc.
To purcase you can head over to adobe.com and/or contact a reseller. See https://www.adobe.com/creativecloud/business/teams.html
