I get that I need to contact the "owner" but that information doesn't seem to be documented on my end.
Any advice?

conversely he could also file a support ticket on your behalf through the Admin console for further information if there was an another admin/regionally.
If he has access to the Admin Console - he should be able to promote you to an admin allowing you access.

@David35547974bwzj are you in an enterprise or teams managed deployment? If so, you need to contact your IT administrator as they would have access to the admin console.

I am the local IT admin, I can't tell if the "owner" is an admin in another county.

I have contacted the IT manager in another country and he can only see his region. Leaves me to assume two options, he's the global admin for our Adobe Admin Console and only people in his region have licenses... Or potentionally there's someone who "was" responsible for my region and now nobody can access my Adobe Admin Console.
But I could of course be wrong, there really should be a link to auto contact the designated IT admin. And if the auto email sent bounces back.........
