Can't Add/Manage my Admins/Developers in the Adobe Developer Console

When I log into my Adobe Developer Account Console, it lists me as a "User" (not as "Administrator") and does not provide a place to Add/Manage Users to the account. It should be listed under "Quick Links", but it is not listed there or at all anywhere in the account. Please help.
