Creating packages using device license for 2019 apps

Looking to create device license packages with the apps version CC 2019 + later. Adobe Creative Cloud Packager will not create packages with apps version CC 2019 or later, anyone know if this will be changing in the near future?

Also, in the online admin console, it is not offered to create device license packages. Anyone if this will also be changing in the future or is Adobe moving away from device license packages?

Need to know how to proceed.
