Custom transform file from Acrobat Wizard not applying to Acrobat DC installation

I'm attempting to use the latest Acrobat Customization Wizard CustWiz1500920069_en_US_DC.exe to create a custom transform file for an Acrobat DC Standard Classic installation.  I can successfully create a custom .MST file but it does not appear that all of the settings are being properly applied.  Specifically I have set the "Show reasons for signing" option under Digital Signature and also Disabled All Services under Online Services and Features yet Acrobat is set to save to cloud and show reasons for signing is unchecked.  I have attempted to perform the installation using Setup.exe directly as well as calling msiexec and specifying the path to the transform with the same result. 

I never had any trouble customizing Acrobat 11 or earlier versions using the wizard.  Any ideas on what might be happening would be appreciated.

Also, on Windows 10, current logged in user will get the updated pdf handler, already created users will receive it after log off and new users will have to set it explicitly via Product preference or File-> Open With.

Hmmmm in this case it looks like it wont be resolvable at all then, as this is for a base image - every user will be newly created.

Is this an issue with how winodws 10 handles defaults, or is it by design (which would be.... annoying)

Similar issue here - transform seems to apply for first user (system when used through SCCM) but not for future users.

Installed for an individual the transform applies (silent, become default pdf handler) the settings take effect but for the next users, they are prompted to set default pdf handler

Please try the installation with command line switch: OWNERSHIP_STATE=2

PDF Ownership11.0 & laterOWNERSHIP_STATENew for 11.0. Windows 8 only. Specifies whether to take ownership of any file type the product recognizes (pdf, fdf, etc.).
  • 0: Do not take ownership.
  • 1: Take ownership for the current user. The UserChoice key for the current user is updated.
  • 2: Take ownership for all existing and new users. The UserChoice key for all existing users is updated and a system level xml file will be updated to handle any future users.
Default UI-based installations will display a checkbox that allows the user to set the product as the default PDF owner and set OWNERSHIP_STATE to 1. When the checkbox is not selected, OWNERSHIP_STATE is set to 0.
