I had to get a new computer and am trying to install it; get Error Code 713 message instead.

My old computer was crashing so I bought a new one.  I received a message from Adobe that my Adobe Pro account is not activated on this new computer.  I tried to install it, but received an Error code 713, which "indicates that your Windows User Acocunt Control (UAC) " doesn't have the right permissions to install your app."  What can I do?  It's upsetting to me not to be able to talk to someone or even chat with them.  Doesn't seem right.  I tried the different topics related to my issue, trying to find an answer.  I have work to do.  I don't have time to keep searching for answers.
