Mutex error on Install of ExManCmd

We are experiencing the Mutex error

System exception: cannot lock named mutex (abadoned): ExmanProcessMutex.

on install of ExManCmd

Troubleshooting with removal of the Extension Manager CC folder has not worked. Install of Anastasiy is also not opening properly.

Uninstall and Re-install have been executed many times.

Any suggestions?
