As per the policy document, it If you run into issues on virtualized environments, Adobe Customer Care can help on a best-effort basis. Adobe Customer Care may not be able to resolve your issue depending on type of virtualization technologies.
Named user deployment works on "Dedicated virtual desktops" (also known as VMs) because this is similar to deploying on a local machine.

Thank you for posting your query here.
Please be informed that only Acrobat has been designed and tested to be used in Virtual environment and other Creative Cloud named user licenses can be activated and supported only on Local computers with Local Admin rights.

Every user who signs into the VM needs to Sign in with the registered email address on which the named user license has been assigned to. In Totality, the user will get Activation limit error, if the number of activations are identified in more than 2 devices ( be it Local or virtual).
