Standard users cannot update Desktop App - Premier requires updating Desktop App

I don't know why either of these things are true, but they are. We are using a package that lets users update apps, but these two things are creating a situation that requires technician manual intervention, and we don't want that.  We also don't want to have to repackage the desktop app every time there is an update that would require an administrator to install, for obvious reasons. What is the best practice for handling this?

Using the Self-Service Package works fine for us:

No user needs admin privileges, but the users can still decide on their pace of the upgrading. The Creative Cloud Desktop App upgrades automatically.
