I would recommend you to create a support case from the admin console so that a call can be scheduled to fix the issue remotely and our engineer would be able to describe the workflow. You can also contact the support team directly by initiating a chat session, click on the chat icon on the bottom right corner of this page: https://helpx.adobe.com/support.html.

Hello,
You can check this help document for supported proxy: https://helpx.adobe.com/in/creative-cloud/kb/proxy-authentication-support-creative-cloud.html.
You have to either enter the credentials to pass the authentication or bypass all Adobe ports in proxy settings/networks.
Kindly check this link for all Adobe ports and endpoints: https://helpx.adobe.com/in/enterprise/kb/network-endpoints.html.
You can check/test after disconnecting VPN (if using it).

Kerberos authentication is supported. It is mentioned under supported proxies. The workflow is not supported when you will try to sign in directly to any CC products like Photoshop or Indesign. Kindly sign in to the creative cloud desktop app.
