Unable to create Package for Feature restricted licensing - Offline

Hi

1. When creating package I am not getting option for Feature Restricted licensing - Offline.

2. Only following two options are available in Feature restricted licensing

(a) Online

(b) Isolated

3. I required Offline version option in Feature Restricted licensing.
