Tax Exemption for Government

No other vendor has ever made it so difficult for us to get our tax exemption.  We are a tax exempt government entity.  They keep insisting on a tax exempt certificate and my order number, etc.  My account is ALREADY exempt.  Why is it so hard for me to purchase licenses for 2 of my colleagues?  You already have the tax exempt information.
