When opening saved and new files on illustrator, the program stops working and won't display the file, tools or options. The only solution is to quite illustrator and restart it. this has been happening to me on the newest version and passed verions on 24.

Since this happens when opening files or creating new ones: is a printer connected, turned on and set as the default printer? If not, set up a PDF printer. And even if you did that some time ago, please check it.
