How do I stop this from showing up every time I open my CC Library?

I finally fixed it. What worked for me was running Illustrator as administrator. Going through all the tool tips then restarting Illustrator as usual.
I also tried turning off tool tips in the general preferences and making the Illustrator folder and sub-folders non-read only using Explorer. Unchecking the read-only box did not appear to work. Nor did the turning off tool tips. It only stopped after running Illustrator as administrator, but I thought in case they did have an effect I'd list them

It should be gone after you close it once.
If it isn't, then usually that points to a general issue with your preferences file.
Privileges set incorrectly, the preferences gone corrupt, Windows compressing the file (that one is a new one) ...

Thank you for the info. It DOES happen every time I open CC Library in Illustrator but not InDesign or Photoshop. Also, I am in MAC OS X Mojave.

Try unchecking here.
Also check here and delete any libraries you do not need

The checkbox was already unchecked. I also deleted all of the unused libraries and it still shows up. I tried unchecking and rechecking and that didn't work either.
Any other ideas?

Check privileges and everything.
You could also try and set up a new user account and run Illustrator from that one. Just to check if it's your user folder.

As mentioned try check your privledges.
On High Sierra you find that here, so believe Mojave should be same or similar
Applications/Utilites/Disk Utiily/Disk First Aid
File >> Run Disk First AID

I ran DiskFirst Aid and everything checked out fine but it still showed up. I then reset my preferences in Illustrator and now all of the Tool Tips/Tour are showing up even though I have them unchecked.

After resetting the preferences, all the tips will show up of course. But they should do that only once.
If you still can't get it to stop, someone will need to take a look into your system. It can't be solved on the forums.

They usually go away after you cancel the first time. Was hoping that if this got reset in the prefs, that would give you an oopportunity to do a cancel that holds.
I would recommend High Sierra instead instead of Mojave, as Mojave has some serious issues, especially in Photoshop.
Check that that the Adobe Cloud app is up and running good without errors. You could also Use the Creative Cloud Cleaner Tool to solve installation problems and reinstall. Sorry my suggestions are getting more time intensive, but am running low on suggestions for this one.

I don't think it's a Mojave problem. I've got the latest Mojave update and the latest versions of InDesign, Illustrator and Photoshop and have had nothing happen I could attribute to the operating system. (There may be Photoshop issues I've never encountered but I haven't seen them mentioned in Photoshop Prerelease.)
Resetting preferences is usually enough to solve the problem the poster talked about.

I logged out of CC. Rebooted my iMac. Signed back in to CC and, so far, it hasn't popped back up.

Add my name to the list, have been getting this last 3 weeks, not initially though. Not after every time I reboot 100%, but that seems to be part of the trigger.
I get this on Photoshop High Sierra. Don't use Illustrator as much.

There doesn't seem to be a solution to this annoying feature. The user should have easy control as to using it or not. We should not have to be jumping through hoops to get the irritating thing to stop popping up. Really, do you want to start a new library when you add a random color to your swatches? The feature is just written into the applications badly.

Thanks for reaching out. As Mariia mentioned above, we are already working on it. I would request if you can please upvote this issue here: Feature Tours and Tips pop up windows keep showing up even after selecting "Skip Tours" – Adobe Illu... and stay tuned for the updates.
This is the best way of communicating with the Engineering and Product Management teams regarding issues and suggestions so they can be implemented in future releases.

THis is the Illustrator forum.
Photoshop may be a different thing and might have different issues. Please do always post in the corresponding forum as the details are important.
In Illustrator this issue points to problems with the preferences file.

What OS are you on. Anyone else have this issue, please post what OS you are on.
So far I know this happen on Mojave & High Sierra, in both Illustrator and Photoshop.
For me it comes back after I restart computer, nto so much restarting Photoshop.
