Can't remove text attached to top of textbox

I inherited a project with textboxes that contain text on top of them but not inside, so I can't create 2 lines of text when I hit enter.  How do I move the text inside?

Are you sure the text is part of that text frame? Does “RESPONSIBILITY” go away if you delete the frame?

 

It would help to see that image again but not in preview mode and with invisible characters showing.

Is baseline shift applied to the text (left example), or could it be type on a path (right example)?
