Converting phone number in a document to dail

I have an Indesign document that publish into PDF.

Throughout my document I have many phone numbers.

Is there some type of way to fix the phone numbers so that when a user clicks on the phone number, it will give them the option to call that number?

I am sure that you can manually edit each number one at a time and set it up to do this but I have a lot of phone number in the document.

Is there some way to do this all at once or run a script that will fix them all throughout my document?

In the hyperlink panel can you try setting the URL to tel:<insertphonenumber>

I tried it there and it launched facetime on the mac.

I can confirm Eugene's suggestion of using the tel: prefix in a URL works.

If you want to do this en masse, you would need a script that runs a GREP search, and then makes a hyperlink containing the found search and apply the specific hyperlink tel: prefix to the found text.

You could take a look at a script from Kasyan Servetsky that makes hyperlinks from URLs: Make hyperlinks from URL  - at the bottom of the link, he explains the GREP searches he is using to find all web addresses - it could be easily modified to include telephone numbers. The script is editable, so you can adjust the script to do this.

Another solution is from Kris @ Rorohiko - he explains what his script does and how it works on his page: https://www.rorohiko.com/wordpress/use-indesign-find-and-replace-to-assign-hyperlinks-to-text/

There is another solution is in the forums and again, needs adjustment to your needs: Use script and Grep to creat unique hyperlinks

Otherwise, as TAW has mentioned, he has an off-the-shelf solution that is worth considering.

Is there a best way to insert a telephone number in InDesign that would work on all devices, domestically and internationally?  I see "tel:" then phone number, "tel://" then phone number, also "tel:" phone number with dashes.  What would work best within the hyperlinks panel?

My Hyperlink Pro (not free) will do this, although only for US and Canadian numbers. If you need a different country, get in touch.
