Custom scripts keyboard shortcuts removed after InDesign restart

Hi, I have a custom menu that has some scripts to run. These scripts have attached shortcuts. The problem is that every time InDesign restarts, these shortcuts are removed. I have found some similar problems in posts from 2014 and later, but the solution was not there.
What I can see is that my shortcut file here  AppData\Roaming\Adobe\InDesign\Version 16.0\pl_PL\InDesign Shortcut Sets\xxxx.indk has this shortcut configured and saved. 
Maybe this is a blind shoot but it seems like shortcuts are loaded before the scripts and this is a problem (?). Does anyone of you have a workaround to this problem?

From 2014 and later? This problem is much older, has been reported many times, and was ignored by Adobe as many times.
