In a page with one-column text, how can I insert footnotes in two columns
Hmmm. Typically users are trying to do the opposite. That is to say have footnotes appear in one column when the text is in two columns. There's no way I can think of to do this. The footnote will always be inserted into the frame in which the footnote reference is inserted. You can have the footnotes span two columns but not split the footnotes into two columns of a single column frame.

still the case, yes.
Even if you have a two-column text frame and the main text spans all columns the footnote text will follow this layout. Splitting columns of the footnote text is not possible either.

Well, footnotes_columns_convert.jsx by Peter Kahrel could be an option, yes.
Last maintained in April 2011.
So be aware that it could fail in certain situations with versions of InDesign that support footnotes in tables for example. Did not test this. And I cannot tell if it will work with type set with the World Ready Paragraph Composer for Hebrew or Arabic.
Just test it.
