indesign and update to 19.5 update cannot move objects

working on indesign and suddenly, i cannot move an object again. i can select or resize them. i noticed there was an update so i updated to 19.5. problem remains the same. tried restarting , does not work. tried resetting preferences, does not work either.

when i try to move the object to a different layer, the pointer tool becomes a hand icon and the entire system no longer responds to the mouse. even my dock does not respond. indesign menus cannot be expanded. only way to get out of this stuck position is to force quit using keyboard shortcut.
