You can look up the RGB or CMYK equivalents of PANTONE solid colours and use them to define a swatch. Since this is a spot (solid) colour it won’t matter if your colour definition is different from the one PANTONE provides.
If you have older versions of InDesign or Illustrator they will include PANTONE swatches. I keep Illustrator 2022 around. The files are in the application folder Adobe Illustrator 2022/Presets.localized/en_GB/Swatches/Color Books.

You can install the Pantone libraries using the method mentioned in the link above, or simply create your own spot color swatches with the appropriate name and a close RGB match taken from any web reference. (That is, there's nothing magical about the Pantone swatches except that they're created for you.)

When they did away with them, we pulled those libraries from our folders before updating. Now we just push them forward. we don't have the newest colors but atleast the old standards.

Just for clarification, Adobe didn't 'away with them', Pantone decided to move to a subscription model.

I was not meaning to imply Adobe. I don't know the specifics of the situation. Just meant somebody involved with "they" because somebody did do away with them.
