Paragraph border and shading style with tab and vertically rule style creation

I'm trying to create below mesurment with paragraph border and shading style with two Tap spaces in before/after Verticall bar. but I couln't able to create this style with sinlge Paragarph style. I'll attached output a screen capture. Any tricks or advice would be appreciated. 

Spec: 18/24 Regular, FL/RR on line 7. “Part” and number in smcap lsp 50, title Clc. Separate number from title by bar with en space to each side. If part title runs to more than one line, indent & hang turns on first word of title and extend bar vertically to align with descenders of last line.

    Here's a partial solution. It doesn't give the exact result you're after, but it's close.

    For "part" and the roman numeral which follow use a numbered list that incorporates a small caps Character Style. Something like this…

     

     

    For the vertical pipe that separates "part" from the text add a left paragraph border to the Paragraph Style. Something like this…

     

    The problem is that the position of the left border will be fixed meaning that the distance between the roman numeral and the border will vary rather than be the fixed en space that you desire.
