Check to make sure that when using the Eyedropper tool, you're not clicking on an empty frame that's unknowingly sitting on top of the item whose color you're trying to pick up. This has happened to me a few times!

Another thing to know, the color picked up from your photo will go to your Fill or Stroke, which ever is active. Hit the "x" key on the keyboard to switch which one is active, Fill or Stroke.

Also make sure the image isn't Locked (Object > Unlock All on Spread).

Check your Layers Panel to make sure nothing is locked either. When you have the Eyedropper tool active, and a locked layer selected it won't pick up the color.

Thanks @Scott citron!  I had a rectangle with zero fill and black stroke on top of the image. I could pick the color when i moved it aside

Double click the eyedropper to check the options.
