snap guides not working - snap to document grid is turned off

Hi

the marks that appear to show me I have centered text and images has disappeared on my document somehow - I don't know what happened

I did what threads like this said (I think) and turned off snap to document but they're still not showing when I center the elements.

I can't figure out why it isn't working
