Sorting by first n-digits

An index with 20k codes has to be sorted differently, considering only the first 7 (in my cae) digits.

Codes has variable number of digits from 7 to 12 or more. I just need to have an ordered list that ignores anything above the 7th digit.

By far, this is the best "has nothing to do with photoshop elements" question I've ever seen, and reeks of a college freshman math assignment. 

You can solve this with about 18 lines of code in C++.
