spread: can not manipulate page order (move/add pages)

Indesign  CC17 12.1.0.56

When trying to move or add pages (spread publication), I get an (irrelevant) error message:  "can't set selection frame" (translated from Dutch).

This is in all my documents. Prefs + cashes already reset but no help.
What Can I do?

    Try saving a copy as an IDML document, renaming it and try opening it again.

    EDIT: It's not in all my documents. However it appears in multiple docs (in same project), it might be file-related.

    Have you ticked “Allow Pages to Shuffle” in the Pages fly-out menu?

    Assuming InDesign is not allowing you to do something it should do, then you may have an application corruption. Try resetting your InDesign preferences to see if that helps.
