This worked in LR 6.14 as described in Help:

The behavior has changed in some version after 6.14.

I can't get LR Classic to set target keyword in Library Mode.  I select the keyword I want, right click, then select "Use this as Keyword Shortcut".  At that point Lightroom doesn't place the + mark indication it is now my target key word.  Am I doing something wrong?

It's a bug that's been reported but not yet acknowledged by Adobe.  You can verify that the keyword as actually been set as the shortcut by looking at the menu item Metadata > Toggle Keyword, and Shift K will apply the keyword as normal -- it's just the indicator "+" that's broken.
