Can't install LrC - Error code 190

I successfully installed, updated and used LrC on my laptop for the last 2 years.

I had to resintall Windows last week.

Then I can't install anymore LrC : I get error code 190 (computer specs are not good enough)

But my laptop specs are the same as before...

 

How could I bypass this error code to install LrC again ?

Your installed Windows 10 1903 is no longer supported. You need Windos 10 1909 or later. 

It is best to install the current Windows version 21H2 right away.
