Importing Library is not working correctly

Lr isn't importing all of the photos from a catalog.  Every time I import it, it brings in a different number of photos.  On my laptop there are 1929 photos, I export the folder as a catalog, import to my desktop and it imports between 500-900-ish.

Any idea how to solve this?

UPDATE:  It's a bug.  I spent 2 hours with support and they are reporting it to the development team.

When I went to import Lr get confused with file names.  There were duplicate file names, but they were in separate folders, with unique metadata (client selections, etc.).  It would not let me import everything and just blocked those files/folders (so it imported 3 of the 5 folders).

Lightroom (Lr icon) or Lightroom Classic (LrC icon)? What version NUMBER? What do you mean by "Library"?

Do you mean export as a catalog? There are no libraries in Classic but Lightroom Cloudy uses the term library but you can't export or import those. Classic allows you to export as a catalog and import those. Can you describe what you are precisely doing?
