Transform Guided does an Auto Transform instead of giving me guides

For about a month I've been unable to use Transform Guided in Lightroom Classic.  As soon as I click 'Guided', the image is adjusted automatically (and not correctly usually).  I do not get guides unless I click the  # button on the top left of the transform menu.  Then, as soon as I lay my first guide, I am told I've exceeded the limit of guides (4).  

I'm using Lightroom Classic 13.1 release on a 2023 M2 Macbook Air running Sonoma 14.2.1
