Trouble installing Lightroom 6

I upgraded the hard drive on my PC a week ago. Prior to the upgrade, I uninstalled Lightroom 6. I did not think I would have any trouble reinstalling LIghtroom 6 on my new hard drive because I have the DVD version of the Lightroom 6 which I purchased back in 2017. After replacing my new hard drive, I tried to reinstall my Lightroom 6. The process of installing Lightroom did not seem to give me any trouble. I went through the process of logging into Adobe and entering my Adobe ID, entered the Lightroom 6 serial number and the installation process actually started as expected. In the end, it actually gave me the prompt that stated that Lightroom has been installed successfully. However, upon launching Lightroom 6, the Lightroom screen appeared but seemed to be "stuck" there. I would click on any "tab", e.g., Import, and the screen would "gray out" and the system would return that Lightroom 6 was "not responding". I closed out the program, uninstalled Lightroom 6, shutdown and restarted and PC, and reinstalled Lightroom 6. I did it multiple times, all to no avail. Lightroom 6 was still not responding. 
 
I would like your advice as to what I could do to reinstall Lightroom 6. Should I try your recommendation to "activate" it "offline", without entering the serial number but requesting for a "response code"? Thanks in advance.

    As of recent months, the only way to install Lr 6 is using the "offline activation method".

    Do you have the old hard drive?

    Did you deactivate before uninstalling?

    Yes. I still have the old hard drive. I only unistalled the Lightroom 6. I did not realize I need to deactivate it. If I need to deactivte it, please let me know how I can do it.

    As of recent months, the only way to install Lr 6 is using the "offline activation method".
