On the newest lightroom classic app, the white balance doesn't upload correctly on every photo, so when copying a preset and pasting - the white balance is different.
Im so confused and don't know if this is a me error or a bug? What am i doing wrong here...

Check the preset and make sure it's not copying the white balance “As Shot”.

I have it copying the CUSTOM, but even before the preset, the whitee balance is at 5320, and the next photo the white balance is at 0

You stated “White balance is at “0”. Is that image a tiff or jpeg?

Im confused why that would matter, the photos are in the same sequence when i upload. One photo will have the correct white balance and temp, tint when uploaded then the next photo take immediately after uploads and does not have the same white balance or temp, and tint set.

It matters a lot, actually. A raw file does not have a white balance yet, so in Lightroom you set the white balance. You set the Temperature to a certain value in degrees Kelvin. A TIFF or a JPEG does already have a 'baked in' white balance, so with these images Lightroom can only make a Temperature adjustment. That's why you'll see a zero adjustment rather than an 'as shot' Kelvin value. And that means you cannot use the same WB preset for raw and tiff/jpeg, because the presets have to do different things.

The white balance isnt transfering on a set of photos. The temp and tint will not copy and paste the same on every photo. I have updated my computer, and lightroom classic and still no solution.

This isn't working for me either (and note the GUI bug of the check boxes at the top):
Command-Shift P (or menu item) doesn't work from the above.

I am not seeing this issue in testing.
End result on 5,7,9, 10 is the correct pasted values.

If the "set" is several photos selected on the Film-strip in the Develop Module, then I find that Paste [Ctrl+V] will only copy the WB (items checked in the Copy dialog) to the 'Most Selected' photo, not the entire 'set' of selected photos.
To Copy to all selected photos I turn on [Auto-Sync] before I [Ctrl+V].

I am not privy to the preset, however from the checks I have made the Copy / Paste option is not functioning as expected, the copied settings, WB, basic edits, Auto-tone, is only applied to the most selected image, including a rendered image like jpeg. On my system I have not tested on Windows.
As far as I have experienced Sync and Auto-Sync function as expected.
As does the “ Previous “ button, in the Develop button for applying edits.

Were you in Loupe view (Develop or Library) or Grid view? Remember that in Loupe view, doing the Library menu command Photo > Develop Settings > Paste Settings or the Develop menu command Settings > Paste Settings will only affect the most-selected photo.
(However, if you right-click a selected photo in the filmstrip and do Develop Settings > Paste Settings, it will apply to all the selected photos. Go figure.)

I did the following while focusing on the Author's original post, using the Develop module, and images selected in the filmstrip.
I choose a folder with 4 images, 3 raw and one jpeg. Using the history returned all the images to the import settings.
1. Selected the first image and applied several edits as displayed in the screen capture below.
2. Clicked the copy button in the lower left corner, and in the popup selected all.
3. Selected the other three images and clicked on the paste button.
4. Result, the edits only get applied to the most selected image, the other two no edits are applied.

If you are in the Develop module, then 'paste settings' will only be applied to all selected images if you have 'Auto Sync' turned on. You probably forgot to do that.

At Johan, I can't recall ever being aware that Auto-Sync had anything to do with Copy / Paste.
Thanks for that info.
PS. Turning on Auto Sync and using Copy / Paste ( the button in the left bottom area) does not work for me.
As I started in an earlier post Sync and Auto Sync work as expected.

Yes!
As Johan advised, with 'Auto Sync' enabled the settings should be applied to all selected images. I just checked on three Mac's and it works as expected.

Auto Sync is dangerous -- it's safer to use one of these methods:
1. Right-click one of the selected photos in the filmstrip and do Develop Settings > Paste Settings.
2. Switch to Grid view, do the paste, switch to Develop.

If you are using the Copy / Paste buttons in the Develop Module lower left in the window then what you are experiencing is as designed. The Copy / Paste button only applies the settings to one image. See the screen captures for more info.
