api-ms-win-crt-convert-l1-1-0.dll missing from my computer

I cant start up my Adobe Lightroom Classic because I'm getting an error message that pops up and says "The program can't start because api-mis-win-crt-convert-l1-1.0.dll is missing from your computer. Try reinstalling the program to fix this problem."  I've tried uninstalling and reinstalling the Lightroom Classic software 3 times and still get his message. I talked to and allowed a Microsoft IT person login to my computer and they say its not a Microsoft problem it's and Adobe problem. If anyone can tell me how to get this .dll file downloaded on to my computer to get it to start up, it would be greatly appreciated.

    Sorry that the Lightroom Classic CC app is crashing on your computer showing an error message "api-mis-win-crt-convert-l1-1.0.dll is missing".

    Have you tried installing the update for Universal C Runtime in Windows to resolve this issue? Please refer this article Error :api-ms-win-crt-runtime-l1-1-0.dll is missing and let us know if that helps.
