Error After Installing Lightroom: Win32 API error 126 ("The specified module could not be found.")

Greetings,

 

Downloaded Creative Cloud Desktop and then installed Lightroom.  When LR starts up we immediately get this error:

 

Error Initializing Lightroom

Win32 API error 126 ("The specified module could not be found.") when calling ::LoadLibrary from getCFunction.

 

We tried following the steps below of reinstalling the Microsoft Visual C++ distributable and that did not work.  We also tried uninstalling (via Creative Cloud Cleaner Tool) and reinstalling both Creative Cloud and Lightroom and resulted in us seeing the same error.

We've submitted two crash dumps.  Please let us know what we can do next to troubleshoot.

Please go to Help>System Info… and provide us the exact installed version number of your software.  
Are you on a Windows or a Windows ARM Device?

The error you are reporting and the Crash report agree that you need to correctly install the MS Redistirbutable appropriate for your device.
