They promised to be kept for 60 days after deletion, and this is not the case.
I took marked photographs yesterday, Monday, 25 August, and deleted them today, and according to the screenshot, they will be kept for 29 days in the Deleted album. Some photographs which I deleted 2 weeks ago or so still have 45 days. This must be a serious bug somewhere in Lightroom.

As noted, the retention period for restoring a deleted photo has changed from 60 days to 30 days. This HelpX article explains how to access and restore deleted photos and the stated retention period.
If you have photos that were added to your Deleted folder while the 60-day retention period was in effect, they will continue on that schedule. However, any newly deleted photos will abide by the 30-day retention period.

No, it's not a bug. I believe that the retention period has been reduced from 60 days to 30 days with the latest update. So images deleted prior to the update will still be operating under the previous 60 days period, images deleted since the update will now only be kept for 30 days.

Thank you, Jim. This is a little bit confusing - recently deleted photographs are now somewhere in the middle, which also makes them difficult to find.
