TBMK, and unless there have been upgrades to Lr-mobile I havan't kept up with-
Lightroom-Mobile (for iPhone) can only 'import' presets that are DNG files, and not XMP.
So what file-type are the 'Presets' you purchased? Extract the files from the ZIP file to check.
DNG type presets are 'Addded / Imported' to your Lightroom library as you would any other photo, then the Preset is 'extracted' by saving a Preset when you edit the DNG photo.
If you were supplied XMP presets in the ZIP- These will require the Lr-Desktop app to Import when they then sync to the iPhone Cloud library.

Let me gently correct what Rob mentioned. Very recently, with the Lightroom iOS 9.4 update in June, support for importing and exporting presets via XMP was added to the app.

From what I saw in your video, it seems like you are following the correct steps. Maybe you have a bad copy of the zip file they provide? I would try downloading it again. Otherwise please contact the maker of your presets for support, and ensure the presets are created in the correct way.

I have contacted the creator of the presets and they deleted the presets on their phone and redownloaded them successfully. I did try and download the sample Adobe presets that are mentioned in the help article and those will not download either. I have tried deleting the app, restarting my phone, updating my phone, everything I can think of and it's still not working for me. Thank you for trying to help me sort this issue out!

Thanks for the update @Charlie.D Now better informed.
The article you link however does not give any detail that might suggest that, out in the internet, it is possible to find Presets that can be either- .LRTEMPLATE (nearly dead!), .XMP, or .DNG, type files.
I hope the OP finds success.

I'll look into getting the help article updated with more current info and example Presets.
It's a shame the Presets creator could not do more than say "Works for me."
@graceful_work5CE6 watching your video again, I did notice your Files browser was pointed to iCloud files and not locally stored files. If you copy the presets ZIP file from iCloud to your local storage in the Files app, I wonder if that would allow Lightroom Import to work. I wonder if LR is having trouble fetching from iCloud.
If that doesn't help, please let me know.
