The color blend mode is broken in CC2019  r.24

Open a new document in 16 bit Adobe RGB profile

Fill layer with 50% grey
Add new layer and fill with a straw color (R214 B 212 G173 in Adobe RGB)
Change blending mode to color

Result is green
Expected result - darker straw color

Workaround - enable legacy compositing

When I change one layer blend mode, the layout freezes and I have to restart Photoshop. I'm using the new version Photoshop CC 2019.

I have the same problem with the hue and color blend modes.  The incorrect color is applied. Windows 10 on an HP Xeon workstation Z230.  Clicking the legacy compositing engine fixed the issue.

As mentioned enabling legacy compositing in preferences fixes for me too. Updates immediately after change.  (Windows10 user)

.  All my blue color overlay layers on previously made and reused files were turning to pink.  Other layer styles also seemed quite different or "more strong".

Please Adobe, Update the Photoshop update to correct this so we don't need to check yet another legacy checkbox every time we install fresh or lose our prefs.    If this was a purposeful change, I think a heads up and explanation of future direction would have been required to all your clients. As this is a significant change if not just a bug.

As always, I appreciate the community who solved this and shared the workaround before I ran into it.
