Thanks FSt0p,

Your solution worked for me.  This avoided having to buy a new CPU/motherboard.

I'm going to paste your solution again below in hopes that more people will see it.

----------------------------------

If you got this error:
"
Error at loading of ippCV library

Your application is dynamically linked with Intel(R) IPP libraries version 2020.0.1.
No DLL from the list below is found an the system search path:
ippcvm7.dll (the most suitable for your CPU)
Please provide a path to at least one of them.
"
Here is the fix.

Despite what Adobe is saying officially, Photoshop 2021 does NOT require support of SSE4.2 to run.
The real problem is that:
- IPP libraries optimized for SSE3 are missing from distribution (they are available from Intel)
- OpenCV library was build with SSE4.2 requirement
To fix this download this pack of libs from any source below (it's the same):
https://www113.zippyshare.com/v/cqtznzt2/file.html
https://www.sendspace.com/file/vh0wjm
Unpack archive and copy libs to Photoshop 2021 installation directory (overwrite opencv_world440.dll when requested).

This fixes the problem an PS runs just fine.
But disclaimer as usual - all this at your own risk.

Please note that this is not a hack or something like this - this is official libraries from official sources.
Intel IPP libraries was taken from Intel Parallels Studio XE 2020.1.0 and contains valid signature from Intel.
OpenCV library was taken from official release of OpenCV 4.4.0 on GitHUB (https://github.com/opencv/opencv, build by VC15).

As jaroslavf92787637 and Patrice5F8F mentioned above Photoshop 2020 (21.x) is not available in Creative Cloud old versions list.

I did contact support through chat.
They give me a temporary download link for the AdobePhotoshop21-mul_x64.zip for Windows OS.

But, if I can't open Photoshop, of course, I can't see Photoshop's help > System Info Dialog !

So, I think that I must install an older version, but only v22.x are available and not v21.x

Where can I find v21.x or how can I install it ?

Bonjour,

Merci d'avance

Hi there,

We're sorry about the error that you see. We're here to help.

Since when is it happening? Would you mind sharing your system specification with us?

Photoshop 2021 (v22.x) requires a CPU that supports SSE 4.2 or later.

Check this: https://helpx.adobe.com/photoshop/kb/known-issues.html#ErroratloadingofippCVlibrary.

See Photoshop's Help > System Info dialog and look in or near the 4th line to determine if your CPU meets this SSE version support requirement.

You can also look at a similar bug reported on our forum: https://community.adobe.com/t5/photoshop-ecosystem-bugs/p-error-at-loading-of-ippcv-library/idi-p/12420457.

Feel free to reach out whenever needed.

(Merged with the primary thread)

Thanks.

And how, pray tell, does one access Photoshop's Help system if Photoshop will no longer launch?

The problem was solved by communicating with an Adobe specialist. Thank you very much.

Totally agree, First Microsoft with Windows 11 aging out any processor older than 2 to 3 years old now Adobe doing the same.  I have a very fast AMD and it runs everything super fast, now I need to build a new machine comparable at a cost of over 2000, unless I can get a mainboard, CPU and memory to work with all the SSD's and GPU I already have.  Thanks Adobe, now we all have to deal with the horrible supply chain created, find new hardware, still pay for your service since you dominate the market while we build a new machine pay microsoft again, and who knows what else will "age" out next.

Not that you care.

Can you please answer me Why can't I find version 21.x in the drop-down box of the old version in Creative Cloud Desktop, but only version 22.x? I'm an Adobe contributor and I can't do my job right now.
