If it's a new subscriber and they don't have a previous version of photoshop

and photoshop won't open then they can't use Help>System Info.

Can't adobe make the installer check for this?

If my 6 core 3GHz 16GB CPU really no longer works with PS that is about the most bogus thing I ever heard.

I got this 'solution' from Adobe technical support.  Truly not acceptable.  A SW update now requires I buy a new computer when the old one works just fine, including with every other app except Adobe Photoshop?   Bogus.  (Win 10 Pro, but seems it could be a problem for Macs as well, as you can see in the sample system info they use as an example)

Issue
Workaround
When you launch Photoshop 2021 (v22.x) you get the following error: "Error at loading of ippCV library."

Photoshop 2021 (v22.x) requires a CPU that supports SSE 4.2 or later.

To determine if your CPU meets this SSE version support requirement, see Photoshop's Help > System Info dialog and look in or near the 4th line.

e.g. Adobe Photoshop Version: 22.0.0 20200921.m.1053 2020/09/21: 0fb66349f4  x64
Number of Launches: 6
Operating System: Mac OS 10.15.5

Are you on a Mac or a hackintosh?

I just installed the update on my Early 2013 MacBook Pro Retina and it's running as expected:  macOS  Catalina 10.15.7, Photoshop v22.0, 2.8GHz Quad-Core Intel Core i7, 16GB 1600 MHz DDR3 Memory.

Maybe try a complete uninstall and then reinstall it?

It's probably worth contacting Adobe Customer Care for Download & Install assistance.  (https://helpx.adobe.com/contact/help.html)

Si lorsque vous lancez Photoshop 2021 (v22.x), vous obtenez le message d'erreur suivant: «Erreur lors du chargement de la bibliothèque ippCV».
Voilà le lien explicatif :

Processeur AMD Athlon (tm) II X4 635 - Freq 2,90 GHz

Ram 8,00 Go

Windows 10 - Version 19041.572

Cordialement

Check to see if there is a CPU upgrade for your motherboard that has SSE4.  Mine just happens to.  Not that easy to figure out.  I had to look up the CPU compatibility chart, then look up each processor on the chart to see which ones had it.    I've ordered one (used from ebay since they are not made anymore)  Turns out the CPU I had was the last version of that line before they added the SSE4 support on my MB.  I'll need to update BIOS to support the newer CPU.  Wish me luck.

I literally just spent 2 days sorting out issues and upgrading to an SSD on my laptop. Runs awesome... until I install PS and it gives this error. Cannot be serious about needing to upgrade to a new PC just for photoshop. Illustrator works perfect.

You wrote "What does ADOBE offer me as a solution to this problem?" You asked two questions, one about your subscription decision, and the other is not stated as a question, but rather as a statement about ""Error loading ippCV library".

There is another thread on that error message which should answer your implicit question about ippCV. As to the question about whether you are willing to give up Photoshop over it, that emotionally charged matter is up to you.

I have the same problem. Ran fine on my Win10 pro box with dual Xeon 3.0GHZ processors. Every other app runs fine but PS now. Looks like I'll be working exclusively on my Mac mini now.

Not happy at this point. . .
