Hi @zagarskas, thanks for taking the time to bring this up and for making the video. I can confirm the problem is happening for me. Also, PNG will not show transparency for some reason. SVG does, plus there is no “movement” on the board with scaling when SVG is selected. (Windows 10, Photoshop 23.5.1 Release).
I encountered a strange problem with the newest version of Photoshop, I have a file with quite a lot of artboards, around 100 and I'm exporting them in a few different sizes (64x64,128x128,32x32,96x96,48x48) with a change size option in export as dialog. Most of the exports look fine, but around 20% of artboards have misaligned content, I tried several times and with every pass, the bug appears on different artboards, it's always the ones with a changed size from the original size.
The repro rate is 100% on a few different Win 10 or 11 desktops with different files, no matter how many artboards I have (I was suspecting a huge amount of data as a culprit), the only connection between them is the Photoshop version.
I have Win 11 Photoshop v 24.11 and Win 10 Photoshop v 24.11, I tried the older version 22.0 and the issue is not present there. I exported things always that way without any problems.
Open Photoshop file, with multiple artboards, in my case, I have around 120 artboards sized 64x64px, they have a transparent background and there is one smart object on each containing icon.
Press File > Export > Export as
In the Scale all section I am setting up scaling: 0,5×, 0,75× 1×, 1,5×, 2×
Then I'm setting up Format PNG and Transparency
Press export and when I check the textures, they look like this, even though every icon is centered in photoshop file and even the export preview
