I’ve been struggling with the same issue for a few months. Even after resetting the Preferences folder, the problem kept coming back after a restart. However, since resetting the PluginsStorage folder, the bug hasn’t reappeared for the past three days. I hope this helps someone else dealing with the same issue!

Hey friends! I had to use fonts in Photoshop again - sorry Adobe! another unreasonable demand I know! - and finally sat down to try the solutions being discussed.
SOLUTION THAT WORKED FOR ME (Windows 10):
Find the folder "PluginsStorage" and rename it with ".old" at the end.
Be aware that a lot of people have mistyped the folder with one s, ie "PluginStorage", and I was LOSING my MIND because I couldn't find "PluginStorage", I was starting to think it was just a Mac thing?? Anyway very glad I saw someone's post where they spelled it correctly.
I found "PluginsStorage" in \AppData\Roaming\Adobe\UXP
Renaming this folder with the ".old" forces Photoshop to create a new folder the next time it starts up.
Immediately for me, everything is working - tool icons are back, I can select fonts again. AND my custom actions and preferences are all still there thank god.
WORKAROUND WORTH CONSIDERING:
A workaround that's helped me for months is opening another project with a text layer using the correct font, and then copy/pasting that layer into your newer project.
For whatever reason, copying an existing text layer from another project would work fine and be editable, without conjuring up the error message and making Photoshop unworkable.
RED HERRINGS THAT DIDN'T WORK FOR ME:
For some reason Adobe employees and "community experts" have spent months telling people to try this convoluted process:
"Rename the Adobe Photoshop folder by adding a .old at the end. (Adobe Photoshop 2025 > Rename > Adobe Photoshop 2025. old)"
"Delete the CT Font Cache and FontFeatureCache folder and empty the Recycle Bin"
I did this and naturally Photoshopped booted up a brand new version, which meant that all my custom actions were GONE, and all my preferences were GONE, even the most basic things like control + tab to cycle through open projects.
I could have maybe put up with it, but the fonts were STILL BROKEN lollllll. It still had the error "Could Not Complete Request because LoadDeepFontCache in GetDeepFontCache Failed". I restarted my computer, nothing changed.
To get my preferences and actions back, I went back and renamed the new Photoshop folder with ".stupid" at the end, and removed the ".old" from the original one. Thankfully everything was there as before.
All I can assume is a lot of Adobe employees and community experts who did not have the error were trying to blindly guess at what was causing the problem and offering junk suggestions.
I also tried updating Photoshop using Adobe Creative Cloud - turns out this problem has existed so long that lots more versions of Photoshop have been created in the meantime! Apparently these new versions "contain bug fixes" according to the popup, but sadly none of the geniuses at Adobe were able or willing to fix this particular bug, and updating Photoshop didn't do anything for me.
The months I've spent paying for Photoshop and no fixes to be rolled out, like... I guess Adobe just really, really, really don't even like their own users.
This first solution worked for me too, I just did it so I hope it doesn't fail again. Thank you a lot!
