Or you could simply expand the 'Canvas' size by using the Crop Tool and dragging the crop margins outside (away from) the image. A new background layer will use the curently set background color.

Why complicated?

1. Open image
2. Choose Select > All
3. Choose Edit > Stroke...

Put the stroke on the inside of your image.

Done.
