Latest Photoshop 2024 Hangs Opening Raw Files (Windows 11 Pro)

The latest version of Photoshop hangs when I try to open a raw file (.dng and .arw). Apparently the new Photoshop can't open the Camera Raw plugin, as I can open a .jpg file directly into Photoshop. This problem occurs both when I try to open a raw file directly in Photoshop and when I try to open the same file through Bridge.
I am using a Dell XPS 15 with a fully compatible GPU and plenty of memory and hard drive capacity. I have used this computer successfully for years with earlier versions of the program.

In a first step try to resetting your ACR preferences by doing the following steps:
- Hold down the Command key and select Photoshop > Preferences > Camera Raw (MacOS) or hold down the Ctrl key and select Edit > Preferences > Camera Raw (Windows).
- Click Yes in the dialog that asks "Delete the Camera Raw Preferences?
If this doesn't check if your system is up-to-date? Do you have installed all recent updates and patches for the operating system and the device drivers, especially the graphic driver. If you have a NVidia graphic card installed, make sure that you are using the recent Studio version of the driver, not the Game Ready version.
Please provide a copy of your 'System Info'. This can be get from the Photoshop menu item Help > System Info. There's a copy button in the System Info dialog. Press this button and paste the info into your next forum post.

I don't know if you have the same issue but if you press ESC when or Enter when it hangs and then it doesnt hang anymore, it means the dialog is on a (non existent) second screen. You have to plug a second screen to your computer while opening the file then unplug it and the dialog box will be on the correct screen.
