This definitely is a bug. Shut it down, restarted, they showed up, yet they were not there this morning. I have Cloud Services panel open too. Perhaps that made a difference. This has been a problem since the latest update.

Yep. It's still there in the latest update for me. Came in about two updates ago and hasn't left.

I am having the same problem
If I open the pluginStorage folder in the Adobe App in Adobe/UXP and add a ~ to the 24 folder, it will show the icons again for about 1 day. After that, Adobe creates a new 24 folder and to make it work I remove the ~24 folder and rename the new one.

I just did the latest update on Feb 23 2024 and the smae problem occurs - it seems to occur with most PS updates ? why is that ? At least I came across this fix. Now I also have to resolve why with the LR update when i go to Edit in Photoshop I can only open as a Smart Object. It is also impossible to open more that one file and certainly not in layers. Again this happen to most LR updates

Changing the folder name to 24.old only worked for me for a day. Turned my pc off to go for lunch and came back and my toolbar icons were gone again. Adobe fix this!

This problem still exists in Photoshop version 25 - specifically 25.9.1 20240610.r.626 e3aae35 x64 I think it's about time your dev and QA team prioritize this in their next sprint perhaps?
Thank you Sameer for the help resolving it. I did the same thing he advises, but with the folder called 25. Hopefully this helps someone else who may be having this issue.

Hello ! I have the same problem even after i have renamed the 24 folder like recommanded.
And now i see i can't update my applications because of a system update to Windows 11 impossible . Fxxx !

Same issue here, ever since 2 updates ago for me. Windows 11, machine way above specs.
HOWEVER, it just updated it to 26.2.0 and it seems to have fixed the toolbar issue! Thank goodness!

Well, good morning and I take it all back, lol! PS 26.2.0 worked great last night, tools displayed normally, all good. This morning when I opened PS, the tools are back to being just little arrows in the corner. Not sure what this bug is about, but it is frustrating! Also, PS 2025 is crashing more than is acceptable upon opening files. I'm going back to using the Beta.

Adobe fix your app. Have to roll back to previous versions to avoid this bug. Some would say the toolbar is an important asset of the app.

I've been juggling with this for a while and sometimes the "fix" works and sometimes it doesn't. Right now it seems nothing is and maybe I'll have to roll back updates.
This is a consistent unprofessional problem. I just want the most basic functions of a program I pay for to work.
