Is there any online Help for Photoshop Elements 4.0? I am specifically wanting to de-pixilate a color photo from a business card, while increasing its size. I have scanned it in at 1200 dpi, but it is pretty badly pixilated.

Well, if you there's no real solution to "de-pixelate" a raster image. Chances are, if you scanned a picture from a business card, I can assume it's already pretty little, so even if you scan it at high detail level (such as 1200dpi), you will have pretty bad results.
The official online help for Ps Elements is reachable at this link: Photoshop Elements Help | Photoshop Elements User Guide, but I could also suggest some study of resolutions as a concept, for better understanding the topic.

You are right, the picture in question is on a standard business card, which had been printed with a very fine screen. Even scanning at 1200 DPI did not seem to match or exceed the resolution of the picture on the card
I got something that is adequate for my use by starting with my 1200 DPI scanned image and increasing it slightly twice using resampling with "Bicubic Smoother" interpolation each time.
I then used the Blur filter, Gaussian Blur, and played with the radius to get the individual colors to merge into approximately what the original solid colors were. While it still has some pixilation, it is not nearly as extreme as the original scan.
I also found the entry in Photoshop Elements User Guide, and copied it to a Word document for future reference, when I need it and can't remember how I found it the last time....
