Can't move copied layer

I'm trying to replace a face with another face  in an image in Elements 24 and so took a picture from my photos with the face I wanted to use, selected it using the lasso etc tools, then copied it into into a new image using the "image from clipboard" option under file.  So both images were open in the bin and I moved the new face image onto the image with the old face using my mouse.  It pastes just fine, and shows as the new face on top of the first image but without a bounding box to change its size. And it frustratingly won't move so that I can superimpose it over the original face.  What do I need to do to get that to move, and so that it has a bounding box to change its size?  I don't do this kind of thing in elements very often so am pretty clumsy at it.  Any advice appreciated.  Thank you

Be sure you are in the Expert / Advanced mode.

In the main menu, choose: Image > Transform > Free Transform...

Or just press [Ctrl+T] keys (or [Cmd+T] on a Mac)

 

Another way to show the bounding box:

- Activate the Move tool

- Check the "Show Bounding Box" option
