Cannot scroll using scroll bars if image is zoomed in beyond the size of the window.

Hand tool works. Scroll bars do not (even after first clicking on the image).

You may want to look at the following:

Go to Edit menu>general

1. Check Allow Floating Documents in Full Edit mode

2. Check Zoom with Scroll Wheel

From time to time in Editor, I have to drag the work area with the corner handle down & to the right in order to enlarge it.

Try resetting the preferences file. Go to Edit>Preferences>General tab and click the Reset Preferences on next launch button.

Thank you. Reset on next launch as well as "Reset" did not work. Would be handy if there were reinstall repair facility. Last version of Elements developed the same problem.
