Elements 10 - won't allow to open file

I just went into my Photoshop Elements 10 version and it won't let me open any file.  When i go to the "FILE" tab at the top it will default and open the "HELP" tab and won't let me access any of the options in the FILE tab area.  Even when I try CTL + O to try to open a file it won't do anything.  Appreciate any help

Has it worked previously on W11?

Try opening as an administrator or in compatibility mode.
