Elements 14 opens two copies each time. 2nd open program not visible.

When I open PSE and go to Catalog I get a box showing that a 2nd copy of PSE is ALREADY open.  Even after rebooting the computer it still shows a second copy is open, BUT only if I open the first one.  A check of OPEN PROGRAMS shows only one PSE open but PSE thinks there are two.

As a result PSE won't take any action until I close the first (ghost) program PSE tells me is running but I can't find or see. 

Any suggestions?
