I have Photoshop Elements 2020 and Premiere Elements 2020. Both of which work fine on my old machine running Windows 11 home. Tried to install on my new more powerful PC running Windows 11 Pro.
It will not load and just keeps giving the error message to update my browser. All my browsers are fully up to date with the latest Edge, Chrome etc. Is this Adobe's way of forcing us to buy later versions of their software. I don't need anything more fancy than Elements 2020, it covers all my current needs.

Give this a try (And no, it's not some secret Adobe conspiracy to get you to buy the newest version):
Change your default browser-I'm guessing you are using edge) use duck duck go for example.
Then try the install.
If it installs: change your default browser back to whatever you want

Just tried it with Duck Duck Go set as Default Browser. Unfortunately the result was just the same.... update your Browser!!!
And this was on my original laptop where it had been working quite merrily with no problems. I've tried it with Edge and Chrome as well no Joy.

This seems to be the best workaround for this.
There is no chance you can get "signed up" for anything that costs money.
Seems like you will need to install Creative cloud for desktop. Why? I don't know it just seems to work.
Just google "creative cloud for desktop". You basically install it, and forget about it.

I saw the workaround about creative cloud and tried it. Unfortunately that didn't work either.
However I managed to get hold of an email address for Adobe Tech Support and emailed them about the problem. I got a reply from them, several in fact. It would seem on the information from them that they have actually done something in effect that prevents the program being loaded. The reason being that Adobe no longer support Photoshop Elements 2020 or Premiere Elements 2020 on Windows 11 64 Bit systems, which of course both my machines are. Obviously on my older laptop the Elements were installed when they did support it, and unfortunately now I've uninstalled it I can't put it back because it's no longer supported.
They did offer of course to sell me Elements 2024 which is supported. Wheter it is worth buying a product that may only lbe good for 4 years is of course something to contemplate, but I will look at some of the Free Photoshop type programs first, of which there are many out there.

That is not Adobe support! It's a scammer!
Adobe doesn't use Outlook email.
Don't give them any personal information.

Have given up completely on Adobe now, like loads of others.
